Mr. Neeraj Sanghi

Secretary, HOAI

Neeraj has extensive experience in development, finance, project management and operation of Projects in Infrastructure and Oil & Gas sector. His experience encompasses business strategy for development of bid out and mandated projects, selection of partners, acquiring assets, structuring of joint ventures, commercial negotiations, investment analysis and valuation, raising debt finance, risk management, capital and revenue budgeting, commercial due diligence and contract management.
Neeraj completed degree in Electrical Engineering in 1984 and MBA in 1988.
His foray into large projects started with Essar (1994-98) where, amongst other projects, he developed LNG receiving terminal project at Hazira, Gujarat. He spent 11 years (1998-2009) with Total India developing 3 projects viz., LNG Terminal at Mumbai, LPG Cavern Project at Visakhapatnam (saw the project from concept to commissioning as CEO) and Hazira Port sub concession deal at Ahmedabad. He worked with Essar Group (2010 – 2015) viz., as Chief Executive Officer of Essar Concessions Limited where he looked after Essar’s foray into infrastructure business (Roads, Airports, Pipelines, CGD, Water, etc.) and as Chief Commercial Offer for Essar Projects India Limited.
At Highway Concessions One (HC1 – from 2016), his stint has seen streamlining of relationship with stakeholders (Authority, Unions, etc.) as well as implementation of technology oriented improvements in ETC, Energy Efficiency, etc. on the road stretches.
He was instrumental in forming Highway Operators Association of India (HOAI), a joint advocacy forum of fund based road operators. He is currently heading HOAI.

Worked with IDFC Investment Advisors Limited (“IAL”) in India, IDFC Limited, Standard Chartered Bank and Marico Industries in India.
Master in Business Administration Degree and Bachelor’s Degree in Production Engineering.

Dr.Hari Kishan Reddy is the Chief Executive Officer of Cube Highways and Transportation Assets Advisors (P) Ltd.
Dr.Harikishan Reddy is a well-regarded expert in the field of Traffic Engineering & Transportation Planning with more than 19 years of professional experience. He has Ph. D. in Transportation Systems Engineering from IIT Kanpur. Dr. Reddy is the founder of VR TECHNICHE , a leading consulting company in the highways sector Dr. Reddy has completed 700+ studies on traffic demand estimation and network analysis in India in his career, one of the highest in the country.
His experience encompasses travel demand estimation for road projects, parking projects, public and private transportation systems, on intercity railway corridors, etc. He has good knowledge on road safety aspects and involved in conducting a Road Safety Audit. His experience also includes establishing economic viability of road projects. He is well versed with the relevant IRC codes and MORTH guidelines as well as latest software & design developments. He is fully conversant with International best practices and implementation of Highway projects in BOT/PPP funded. He has experience in the design of Intersections including Signal Design, Capacity and Level of Service Analysis and Analysis of Queue Lengths at Signalised Intersections. He has contributed to development of scientific approach for Origin-Destination Travel Demand Matrix Estimation from Link Volume Counts and Marginal Trip Totals. Has worked on Fuzzy Linear Regression for Trip Generation, Route Choice Modelling under Imprecise and Vague Information.

Mr. Josep Quiles Perez

Mr. Josep Quiles Perez has a Master’s degree in Business Administration (University of Barcelona). He has diversified experience in the field of consultancy, strategy, business management and mostly in the field of transport infrastructures: airports, toll roads, parkings and telecom. In his career, he has managed finance, operations and business development in different countries.
He started his career as a Controller in Siemens and continued in group Sandoz, where he joined as a Financial Manager and later as CFO. He worked in a consultancy firm as a Partner in Strategy and Business management and in 2000, he moved to ITW group as a Finance and Administration Director.
In 2005, he joined Abertis where he has been managing Abertis Finance BV and participated in financing the growth of Abertis. As Head of International Finance, supported the financing activities of the business units and lead the financing of projects in Europe, USA, South America, Australia and India.
In 2017, moved to India as Country Head, and has created the team to develop Abertis strategy and business in India. He is the Director on board of Jadcherla Expressways Private Limited (JEPL) & Trichy Tollway Private Limited (TTPL) and Designated Partner of Abertis India Toll-Road Services LLP.

Mr. Alvaro Santos Higuera

Mr. Alvaro Santos Higuera is Director and Deputy CEO of Indus Concessions India Private Limited. He is responsible for new businesses acquisition, defining the financial structure, negotiating with banks and leading the financial close, as well of monitoring all financing aspects once the financing is in place.
Previously, he was Financial Director of Isolux Infrastructure in India, in charge of highways, roads and photovoltaic plants. Before this, he was Head of International Financing department for Isolux Group, being responsible for structure financing for projects in Mexico, US and India.
Prior to Isolux, Mr. Alvaro Santos was Head of Project Finance Spain and Portugal with Depfa Bank. He started his career working in BNP Paribas in several departments (M&A; Project Finance and Leverage Finance). He has more than 15 years of experience in both sides of the PPP Industry, from the banker and the developer´s perspective.
Alvaro Santos Higuera received a Master in Finance from Georgetown University and he studied Business Administration at Universidad Pontificia Comillas (ICADE).

Mr. Kunal Aggarwal

Kunal Agarwal is a Principal of I Squared Capital, an independent multi-billion-dollar global infrastructure investment company with over 135 professionals based in Hong Kong, London, Miami, New Delhi, New York and Singapore. The company specializes in infrastructure investments with over $13 billion of assets under management in the energy, utilities, transport, telecom and social infrastructure sectors in the U.S., Latin America, Europe and Asia.
Kunal has more than 10 years of financial services and investing experience and has worked on multiple investment opportunities across various infrastructure sectors such as Roads and Highways, Renewable Energy, Telecom, Water and Waste, Power Transmission, Midstream, Airports and Ports across India and the region. Kunal is a key part of the I Squared investment team in Asia and works extensively in deal origination, due diligence, valuation, negotiation and execution. He also works closely with portfolio companies in new acquisitions, business plan implementation, strategy and planning etc.. Kunal was a key part of the I Squared team which led the formation of Cube Highways, a $500 million investment vehicle set up in Singapore, to acquire operational toll roads in India.
Previously, Kunal was an Equity Research Associate at Barclays Capital in Mumbai. Kunal holds a Post Graduate Diploma in Management (MBA) from Indian Institute of Management (IIM) Calcutta. At IIM Calcutta, Kunal was an Institute Rank Holder and a recipient of various scholarships and awards. Kunal is a CFA charter holder having completed all three levels of the CFA (USA) examination. Earlier, he completed his under-graduation from Nanyang Technological University, Singapore, with a Major in Computer Engineering and a Minor in Business Studies.

Mr. Pushkar Kulkarni

Pushkar Kulkarni is an Electronics Engineer from VJTI with a Management degree from Jamnalal Bajaj Institute of Management Studies, Mumbai. He is a part of the senior leadership team at Canada Pension Plan Investment Board (CPP Investments), Infrastructure Group. Prior to joining CPPIB, Pushkar served as the Managing Director of Serco India subsidiary of the European Construction & Infrastructure Technology company, Efkon the Indian subsidiary of the European Construction & Infrastructure giant, Strabag AG. During his times at Efkon, he represented Bureau of India Standards (BIS) at the International Standards Org (ISO) on several technical committees for Transport Infrastructure & communication. Pushkar has over 2 decades of experience within the Indian Infrastructure space and has been involved in several M&A transactions as well as green field projects including the likes of the Yamuna Expressway & Bandra Worli Sea-Link. Pushkar holds board positions on &T IDPL and IndInfravit, India’s first private Infrastructure Trust (InvIT).
